this Consulate-General and applications have in- creased in number with each trip of the "Minnesota".

As it was discovered that many of these Indians were coming over from Hongkong just before the ex- pected arrival of the "Minnesota" for the sole pur- pose of registering at this Consulate-General and then obtaining a passport, such were informed that they should obtain a passport from the Hongkong

authorities.

The agents for the "Minnesota", who

have experienced considerable trouble with these Indians now demand that they have a cedula and regis-

tration certificate from this Consulate-General showing six months residence. On enquiry, it appears, that the Commissioner for Immigration in Seattle

has ruled last year that all Indians who have estab- lished a residence in the Philippine, have thereby a right to enter the United States on the grounds

that the same inmigration laws apply to the Philip- pines and the United States.
